Calling on the Scottish Parliament’s to urge the Scottish Government to establish an independent national whistleblower hotline for NHS staff to replace the current helpline. It would differ in that it would investigate reports about mismanagement and malpractice, often without recourse to NHS managers.

15 September 2016: The Committee took evidence from Peter Gregson and agreed to write to the Scottish Government, the City of Edinburgh Council, the Salford Royal NHS Foundation Trust, Public Concern at Work, NHS Boards and unions. Link to Official Report 15 September 2016

24 November 2016: The Committee agreed to invite the Chief Executive of NHS Scotland and other relevant stakeholders including the City of Edinburgh Council, Public Concern at Work and trade unions, to provide oral evidence at a future meeting. Link to Official Report 24 November 2016

9 February 2017: The Committee took evidence from Laura Callender, Governance and Compliance Manager and Kirsty-Louise Campbell, Head of Strategy (interim), Strategy and Insight Division, City of Edinburgh Council; Cathy James, Chief Executive and Andrew Pepper-Parsons, Head of Policy, Public Concern at Work; Tam Hiddleston, Secretary, Scottish Healthcare Branch, UNISON Scotland. The Committee agreed to reflect on the evidence heard at the meeting and to consider options for future action on the petition after it hears evidence from the Chief Executive of NHS Scotland at its next meeting. 2 March 2017: The Committee took evidence from Paul Gray, Director-General Health and Social Care and Chief Executive, NHS Scotland and Shirley Rodgers, Director of Health Workforce and Strategic Change, Scottish Government. The Committee agreed to refer the petition to the Health and Sport Committee under Rule 15.6.2 of Standing Orders. Link to the Official Report 2 March 2017 

25 April 2017: The Committee agreed to incorporate it into its inquiry on NHS Governance and to hold an evidence session on whistleblowing at a future meeting. 

Written Submissions:

Would you feel safe telling your boss if they - or one of your colleagues (that you knew they liked)- were mismanaging or bullying?

Would you worry it might impact upon your own career?

Would you feel safe trusting your health to an organisation where staff did not feel confident about raising concerns around mismanagement and malpractice?

Scottish democracy demands that the be accountability in all public services. This petition makes reasonable proposals to help ensure protection of Scottish Health Service staff and patients.

I am husband of an NHS emplyee who has formally whistleblown an incident involving the escape of fumes endangering an ongoing baby clinic. The report was tendentious, misleading and demonising of my wife. She now faces a so-called Stage 3 Dismissal procedure, simply a procedure twisted in order to help the board rid themselves of a troublesome, bu justified whistleblower. She would be happy to contribute her details and any other assistance to the petition before Holyrood.

Partnership has failed eg bullying levels stubborn at around 15 percent waiting lists debacle and iMatter not rigorous enough. We externally audit clinicnal and financial governance why not staff governance too?
