Calling on the Scottish Parliament to urge the Scottish Government to offer political asylum to Glasgow University's elected student  Rector, Edward Snowden, in the event of a majority 'Yes' vote in the independence referendum in September.

28 October 2014: The Committee agreed to close the petition, under Rule 15.7, as the petition was dependent on the outcome of the Referendum being a vote for independence. Link to Official Report 28 October 2014

We all owe a debt of gratitude to Edward Snowden.  Offering him asylum will express that gratitude, constitute a declaration of opposition to saturation surveillnace of all its citizens from a future independent Scottish Government, and embolden whistleblowers everywhere to take a public stance against corruption, incompetence, sexual assaults, and other illegalities. It would signal a clean break with the intrusiveness of the UK security state and place a high value on the right to privacy in our everyday lives.

After 5 attempts I finally was able to read the cryptogram. Nigh impossible for humans.
