That the Parliament congratulates the City of Edinburgh Council and its partner, Scottish Canals, on being shortlisted for the Strategy and Master Planning category of the 2012 Waterways Renaissance Awards; understands that the Edinburgh Canal Strategy sets an exciting, imaginative and deliverable plan to create a vibrant new community space and tourist destination for the capital, and believes that communities around Ratho, Wester Hailes, Meggetland, Harrison Park and the Lochrin Basin will benefit from encouraging recreational, business and community uses of the Union Canal as well as improved lighting, moorings and public art.

That the Parliament congratulates the National Endowment for Science, Technology and the Arts (NESTA) and the City of Edinburgh Council on being selected as the winning partnership for a new project, Make it Local Scotland; understands that this will allow the council to develop a new online service to help citizens and visitors explore and enjoy Edinburgh’s parks and other green spaces; notes that the service will be launched in the autumn and will allow those visiting the city’s green spaces to add comments and photos, and understands that once the project is complete, its programming code will be made open source so that other local authorities in Scotland and further afield can benefit from it.

That the Parliament congratulates Dads Rock, a new initiative based in Sighthill, Edinburgh, which is part of Fathers Network Scotland; understands that Dads Rock is Scotland’s only playgroup for dads and their children and aims to be a fun and relaxed place where children under five are encouraged to learn through play and music; believes that it offers an environment where dads can take an active part in the playgroup sessions and where a sense of community and social support can be developed, and, in recognising what it considers to be the unique nature of the group, wishes Dads Rock continued success as it evolves.

That the Parliament recognises the work of the Insulin Dependent Diabetes Trust, which is a charity that supports and listens to people with diabetes; notes that, in order to remain both uninfluenced by the pharmaceutical industry and independent, the trust does not accept funding from the industry and relies instead entirely on voluntary donations; considers that it produces a wealth of excellent educational literature and booklets including Diabetes Everyday Eating, Understanding your Diabetes and its Hospital Passport booklet, and wishes it every success in the roll-out of its publications in Scotland.

That the Parliament welcomes Heriot-Watt University's 2012 Industry Day, which was themed The Sixth Sense - Advanced Sensor Technology; notes what it considers Scotland's world-class research in such technologies and their application across a range of sectors; believes that the event successfully attracts academics and industry leaders from across the UK; considers that the event is a further demonstration of the close partnership being forged between Heriot-Watt University and the business community, and believes that it complements the work that Heriot-Watt is doing to deliver the pan-Scotland Converge Challenge initiative to develop Scottish entrepreneurs from the research base.

That the Parliament notes with concern the decision by the Ministry of Defence in December 2011, as part of the Planning Round 11 discussions, to reduce the Ministry of Defence Police budget by nearly 50%; notes that this could result in 1,500 officers from the current UK total of 3,600 losing their jobs; further notes the effect that this could have on community policing, especially the provision of security and reassurance patrols for families when regular army deployments are increasing, and acknowledges that this is at a time when it understands that an extra 2,000 extra servicemen will be relocated to Scotland.
