I feel the Scottish Government is being unfair to people who abided by the law of the land only to be disadvantaged by people who refused to pay being let off with the debt they are legally due to pay.
I feel the SNP has a vested interest in the non-payers being let off because it encouraged these people to sign on the voters' register so as to attempt to get their vote in the Referendum. It now sees that these, formally invisible people, can now be traced and made to pay their dues which reflects on them and possibly lose the support of these voters.
